Head Of International Financing And Funding Department

• Develop and implement the Group’s short-, medium-, and long-term international funding strategy. • Identify and secure diversified funding sources from international banks, development finance institutions, investment funds, capital markets, and strategic partners. • Lead the structuring, negotiation, execution, and closing of cross-border financing transactions. • Prepare and review funding proposals, financial models, term sheets, information memorandums, due-diligence materials, and presentations for international partners. • Evaluate the pricing, tenor, currency, security, covenants, and other commercial terms of proposed funding arrangements. • Build and maintain strong relationships with lenders, investors, credit-rating agencies, advisors, regulators, and other external stakeholders. • Coordinate financial, legal, tax, ESG, compliance, and operational due-diligence processes. • Monitor compliance with loan agreements, financial covenants, reporting requirements, and conditions precedent and subsequent. • Collaborate with the Finance and Treasury teams on liquidity planning, asset-liability management, foreign-exchange exposure, interest-rate risk, and funding-cost optimization. • Monitor international capital markets, macroeconomic developments, sovereign and industry risks, and funding trends relevant to Mongolia and the Group. • Provide regular reports and recommendations to senior management regarding funding performance, pipeline, risks, costs, and opportunities. • Establish departmental policies, procedures, controls, and performance indicators in line with the Group’s governance and risk-management framework. • Lead, coach, and develop the International Financing and Funding Department team. • Support strategic initiatives, including sustainable finance, financial inclusion, digital finance, and ESG-linked funding opportunities.

• Bachelor’s or Master’s degree in Finance, Economics, Banking, Business Administration, International Business, or a related field. • At least 3 years of relevant experience in international financing, corporate finance, investment banking, treasury, development finance, or institutional fundraising, including leadership or managerial experience. • Demonstrated experience in raising and managing funding from international financial institutions, development finance institutions, commercial banks, investment funds, or capital markets. • Strong knowledge of cross-border financing structures, loan documentation, financial covenants, due diligence, and transaction execution. • Advanced financial modeling, credit analysis, cash-flow forecasting, valuation, and risk-assessment skills. • Solid understanding of liquidity management, asset-liability management, foreign-exchange risk, interest-rate risk, and funding-cost analysis. • Experience working with legal counsel, auditors, regulators, rating agencies, and international financial partners. • Knowledge of ESG standards, sustainable finance, impact investment, or development-finance requirements is highly beneficial. • Professional qualifications such as CFA, ACCA, FRM, or an equivalent certification are advantageous. • Excellent written and spoken English and Mongolian, with strong negotiation, presentation, and business-writing skills. • Strong leadership, stakeholder-management, communication, and team-development capabilities. • High level of integrity, accountability, commercial judgment, and attention to detail. • Ability to manage multiple complex transactions and deadlines in a fast-paced environment.
