Procurement Manager/Controller

We are looking for an experienced Procurement Manager to manage purchasing, supplier sourcing, cost control, and procurement processes for construction, mining, or industrial projects. This role will be responsible for ensuring that materials, equipment, and services are purchased at competitive market prices, meet technical requirements, and are properly documented before work starts or payments are made. • Source and compare quotations for materials, equipment, and services from Chinese suppliers and the local Mongolian market. • Check prices against current market levels before purchase requests are submitted for approval. • Review technical drawings and Bills of Quantities (BOQs) and confirm that requested quantities are consistent with the approved design. • Build and maintain a price reference database for commonly purchased items, including steel, cement, welding materials, spare parts, transportation, and equipment rental. • Establish and maintain an approved supplier and contractor list, evaluating suppliers and contractors based on price, quality, capacity, track record, and safety performance. • Prepare purchase orders, contracts, and related procurement documentation, ensuring that no work begins and no payment is released without the required documentation and approvals. • Coordinate with the storekeeper and finance team to ensure that purchase orders, delivery notes, and invoices are properly matched before payment. • Manage procurement and import processes from China, including orders, prepayments, shipping, customs clearance, and delivery follow-up. • Prepare monthly procurement reports covering spending by project and category, as well as identifying price differences, quantity discrepancies, and other procurement issues. • Maintain accurate procurement records and ensure compliance with internal purchasing procedures and approval requirements.

• 5+ years of experience in procurement, purchasing, cost control, or a related role, preferably within construction, mining, or industrial projects. • Background in engineering, construction, or a related technical field. • Ability to read and understand technical drawings and Bills of Quantities. • Practical knowledge of construction materials, steel products, welding materials, equipment, and spare parts. • Proven experience purchasing from China and managing import logistics and customs procedures in Mongolia. • Mongolian and English required; Chinese language skills are a strong advantage. • Strong Microsoft Excel skills; experience with ERP or procurement management systems is an advantage. • Strong negotiation, analytical, and cost-control skills. • High level of integrity, independence, and accountability, with the ability to maintain professional independence from suppliers and contractors. • Strong attention to detail and the ability to identify price, quantity, quality, and documentation discrepancies. • Ability to work independently and take responsibility for procurement decisions and processes.
