VOC Trainer

The Equipment VOC Trainer is responsible for evaluating the professional knowledge, skills, and workplace competencies of equipment operators and service personnel. Utilizing a competency-based methodology, the trainer ensures full compliance with Mongolian OSH laws, Ministerial Regulation A/130, and relevant MNS/international standards. The ultimate goal is to objectively verify that personnel can perform their duties safely, independently, and in strict accordance with manufacturer specifications and technical guidelines. • Training Program Development: Develop and continuously update equipment training programs, materials, manuals, presentations, and checklists based on legal requirements, MNS/international standards, and risk levels. • Assessment Planning: Design assessment plans, criteria, tools, and question banks tailored to specific equipment types, workplace conditions, and hazard levels while implementing proper OHSE control measures. • Competency-Based Assessment: Evaluate theoretical knowledge and practical skills through observation, practical performance, Q&A, and documentary evidence in real work environments, simulated areas, or training facilities. • Evidence Collection & Decision-Making: Collect valid evidence, make objective "Competent / Not Yet Competent" decisions, maintain accurate assessment records, and identify skill gaps to recommend retraining or reassessment. • OHSE & Risk Management: Identify hazards, assess risks, enforce strict safety protocols during high-risk equipment assessments, and take immediate corrective action against unsafe conditions. • Reporting & Quality Assurance: Submit timely assessment reports to management, analyze p

Knowledge: • Comprehensive knowledge of Mongolia's Law on Occupational Safety and Health, Ministerial Regulation A/130, and applicable national (MNS) and international standards. • Understanding of competency-based training/assessment theories and the fundamental principles of developing training programs. • Solid knowledge of equipment operations, safety procedures, manufacturer requirements, associated hazards, and high-risk task risk management. Skills & Abilities: • Proven ability to observe, design, conduct, and make objective competency decisions for theoretical and practical examinations of operators and maintenance personnel. • Ability to develop, update, and improve training programs, materials, and curricula. • Strong ability to identify workplace hazards, implement risk control measures, and apply effective problem-solving skills. • Proficiency in digital platforms/training management systems for record-keeping and tracking, complemented by strong communication skills to convey complex information clearly.
